As a part of the project to replace a bridge that had reached the end of its lifespan, WSP was the lead member the joint venture for the Woodrow Wilson Bridge, serving as general engineering consultant for program management, construction management and inspection. The project also involved reconstructing 4 adjacent interchanges, 2 in Virginia and 2 in Maryland, and redeveloping Jones Point Park, a National Park Service landmark underneath the new bridge. The program was delivered with 32 design-bid- build prime construction contracts, 15 of which were environmental mitigation contracts.
During the planning phase, WSP provided construction management professionals to assist with project planning. This effort included identifying the likely contractor operations and accommodating the impact areas in the project permits, writing project-specific, corridor-wide contract special provisions that were applicable in both Maryland and Virginia, and establishing contractual milestone dates for key interface elements among the multiple construction contractors. We also provided hands-on construction engineering and inspection services. All in, the final stage of the bridge project was completed in 2013, CAD 91M below the original 2000 Financial Plan estimate.
