In 2016, the Victorian Government announced an initial AUD1.8b program of road upgrades and maintenance to cater for Melbourne’s rapid population growth in the Western suburbs. The Western Roads Upgrade (WRU) is the first project to use the Public Private Partnership (PPP) framework to upgrade and maintain an existing road network. It includes initial capital expenditure for upgrading eight arterial roads west of Melbourne over four to five years, and a 20-year maintenance period for more than 260 kilometres of road between Werribee and Footscray.
The WRU package successfully achieved contractual and financial close in December 2017 and is currently in delivery. The next stages are the South Eastern Roads Upgrade (SERU) and the Northern Roads Upgrade (NRU).
Each package combines high-priority road upgrades and maintenance for these growing outer-suburban communities. The packages will be procured as availability Public Private Partnerships (PPP), ensuring motorist benefit from new high-quality roads and the existing network being maintained to a high standard for years to come.
Similar to the Western Roads Upgrade package, both projects will upgrade main roads, improve foot path conditions and road network infrastructure while also committing to a 20-year maintenance contract.
