Parker Williams is a senior advisor in the Baltimore, Maryland office of WSP | Parsons Brinckerhoff, a global engineering and professional services organization.


In his new position, Mr. Williams will provide consulting services to WSP | Parsons Brinckerhoff’s advisory services’ clients involved with toll road and highway development projects.

In a career that spans over 45, years Mr. Williams has held leadership positions in both the public and private sectors. He served as administrator of the Maryland State Highway Administration, deputy secretary for administration at the Pennsylvania Department of Transportation, and senior vice president at Xerox Services with roles and responsibilities that encompassed leading the electronic toll collection sales team and bottom-line responsibility for 12 toll agency contracts across several states.

“Parker brings tremendous leadership and a depth of expertise in tolling finance, administration, operations, public private partnerships, and technology” said John D. Porcari, president of U.S. advisory services at WSP | Parsons Brinckerhoff. “His experience as a former executive in both the public and private sector will provide our transportation and tolling clients with a unique strategic perspective on their business.”

Mr. Williams has been active with the International Bridge, Tunnel and Turnpike Association where he has served on the Education Task Force. He is former vice president of education and chair of the Transportation Institute for the National Council for Public Private Partnerships and a past member of the Transportation Research Board’s Managed Lanes Steering Committee. He has been recognized for his leadership and initiatives with a number of awards, including the Maryland Governor’s Quality Excellence Award, the American Association of State Highway Transportation Official’s President’s Leadership Award for Thinking Beyond the Pavement Initiative, Pennsylvania Department of Transportation Secretary’s Award for Excellence, and the U.S. Army Corps of Engineer’s Award for Environmental Stewardship.

Mr. Williams earned a bachelor’s degree in economics and a master’s degree in administration from the Pennsylvania State University.
