NEW YORK, NY – John D. Porcari, president of advisory services at WSP USA, was honored by City & State New York at its Public-Private Partnerships (P3) Summit and Awards on January 31.
Mr. Porcari was recognized for “leading the way to foster new partnerships.” “It’s a great honor to be recognized by City & State New York,” Mr. Porcari said. “New York’s infrastructure and development plan is the largest in the nation, and P3s are an effective strategy in moving these vital infrastructure projects forward.”
“With our country’s infrastructure in a state of disrepair, public agencies are exploring forming partnerships with the private sector to improve existing services and more efficiently deliver new services and facilities,” said Mr. Porcari. “At WSP, we have the expertise to help them structure P3 transactions, secure public finance resources, and integrate private investment into public infrastructure projects. Ultimately, we are helping to get projects funded and built.”
Mr. Porcari directs WSP’s s strategic consulting services across all markets including energy, property and buildings, transportation and infrastructure, and water and environment. He is responsible for integrating the firm’s technical expertise in planning, engineering, program/construction management and operations with the strategic thinking needed by owners, developers and operators to successfully deliver infrastructure programs and projects. WSP’s alternative delivery practice provides public sector planning, procurement advisory and contract administration, and private investor advisory services to advance infrastructure development. With its broad knowledge of the P3 market and the operation and management of infrastructure assets, WSP also provides investor advisory services to buyers or sellers seeking to maximize value with acceptable risk.
Mr. Porcari also currently serves as the interim executive director of the Gateway Development Corporation, a not-for-profit entity established to oversee and deliver the Gateway Program, one of the most urgent infrastructure programs in the nation, with support from federal and local partner agencies.
Prior to joining WSP, Mr. Porcari was deputy secretary at the U.S. Department of Transportation. He twice served as secretary of the Maryland Department of Transportation, from 2007 to 2009 and from 1999 to 2003. He has also been vice president for administrative affairs at the University of Maryland, serving as chief administrative officer and chief financial officer for the flagship campus of university system of Maryland. He has served on the board of directors of the American Association of State Highway and Transportation Officials, the American Public Transportation Association, the World Trade Center Institute, and the National Aquarium in Baltimore.
