PORTLAND, Ore. — Heather Wills has joined the Portland office of WSP USA, a leading engineering and professional services consultancy, as senior project manager. Wills will lead and work on some of the most critical and complex multi-disciplinary infrastructure projects in the Portland metro area and Northwest.
“With over 15 years of experience in leadership roles, Heather has proven her ability to develop strong and transparent working relationships with a wide range of government agencies and stakeholders,” said Kirsten Pennington, senior planning manager. “A leader of her caliber with the industry knowledge and versatility she possesses will lead the way to successful project delivery and strong regional partnerships here at WSP.”
Wills has an extensive background with federal agencies managing complicated projects and programs. She served as project manager for a $2.3 million environmental impact statement on the Southwest Corridor Light Rail Project for Metro and TriMet. While with the Federal Highway Administration, Western Federal Lands Highway Division, she led a team of environmental specialists collaborating with federal and local project partners to determine the most efficient method for delivering an annual $150 million program of projects.
Wills earned a bachelor of science degree in environmental science, a master’s degree in urban and regional planning, and a project management professional graduate certificate from Portland State University. She is a member of the National Association of Environmental Professionals and the Women’s Transportation Seminar.
