Frank has extensive experience in tunnel and geotechnical engineering for transit, transportation, bridges, tunnels and marine facilities as well as site developments. His expertise extends across the full spectrum of underground project delivery, including geotechnical investigations, ground improvement, tunnel design, foundation design, underpinning, and complex subsurface work. He has worked on many of the firm’s signature assignments, across a wide array of structures, tunnels, buildings, bridges, highways, rail structures, water, and power projects throughout the United States and abroad.

Frank received M.S. and B.S. degrees in civil engineering from Syracuse University. He is a licensed professional engineer in New York, Minnesota, Michigan, and New Jersey. His professional affiliations include the American Society of Civil Engineers and the American Society of Testing and Materials.
