Establishing a Test Bed

Several years ago, the Maricopa County Department of Transportation (MCDOT), in concert with the University of Arizona and the Arizona Department of Transportation (ADOT), established a test bed for connected vehicle (CV) technologies in Anthem, Arizona to field test dedicated short range communications (DSRC) deployments. Participating in a national pooled-fund study for CV, Anthem was designated an early location for a suite of applications that utilize the DSRC network -- called the Multi-Modal Intelligent Traffic Signal Systems – providing pilot test opportunities for applications such as transit signal priority and emergency vehicle preemption.

More recently, WSP was brought in to document progress made to date and lead a concept development exercise to identify possible “Phase 2” opportunities, research national best practices, and conduct a workshop to gather input from partners and stakeholders.

The results were two high-level illustrative documents that the agency can use in garnering ongoing support, new partnerships, and next-generation operational deployments as well as new and innovative pilot demonstrations. The first was a comprehensive “Phase 1” summary of progress on the test bed to date, and the second was a strategic “Phase 2” forward-looking document that sets forth strategies and actions going forward.
