Federal and Alberta Emissions Limits
New federal emission limits will be in place for maximum methane and overall venting rates for the following sources:
- Overall facility venting
- Compressors
- Pneumatic devices
- Fugitive emissions
- Well completions operations
In Alberta, the Alberta Energy Regulator (AER) has drafted their proposed plan—to be released in late 2018—which supports implementation of these regulations at a provincial level. The plan includes updates to:
- Directive 60: Upstream Petroleum Industry Flaring, Incinerating and Venting
- Directive 17: Measurement Requirements for Oil and Gas Operations
Stay compliant: develop a Methane Reduction Strategy today
As part of your comprehensive Methane Reduction Strategy, you will need to address and act upon key deliverables from the AER:
- Any operator of existing equipment must develop and submit a Methane Reduction Retrofit Compliance Plan (MRRCP)
- Develop and submit a Fugitive Emissions Management Program (FEMP)
- Meet the limits for overall facility venting, compressor seals, pneumatic devices, glycol dehydrators and fugitive emissions, which are all outlined within AER’s Directive 60
Key Dates to Remember

Developing a comprehensive Methane Reduction Strategy will help mitigate the risk of being found in non-compliance. The strategy will require a broad skillset that covers regulatory, environmental, air quality, geomatics and engineering. Your construction and retrofit should include engineers, regulatory specialists and environmental specialists who can analyze and verify designs, utilize environmental and geospatial tools, model and monitor air quality, and leverage their industry relationships with fabricators and manufacturers to deliver a compliant solution.
