The need to both rehabilitate and expand existing airside infrastructure was clearly identified. The challenge was to allow construction activities to occur on a single runway airport while it remained open and to minimize the impact on passenger traffic which is critical to the national economy.

As part of the airside engineering and design services provided by WSP, various conceptual designs were developed and ultimately resulted in a 533m (1,748 ft.) runway extension, reconstruction of an existing apron including a 48,000m² concrete apron expansion, new connecting taxiway, 7.7km of perimeter security fencing, asphalt overlay of all existing pavement surfaces, and replacement of the airfield electrical systems.
Detailed Plans of Construction Operations (PCO) were developed so as to minimize the impact of passenger airline operations.
