This Snack & Learn webinar will explore an application of the Highway Capacity Manual’s (HCM) Chapter 24 (Off-Street Pedestrian and Bicycle Facilities) on a nearly 8 km (5 mile) long roadway in Philadelphia, Pennsylvania, USA that was closed at the onset of the COVID-19 pandemic. Martin Luther King, Jr. (MLK) Drive is a four lane undivided arterial with an annual daily traffic (ADT) of 19,500 vehicles that runs through Fairmount Park adjacent to the Schuylkill River. Across the river is the extremely popular and crowded Schuylkill River Trail.
The study aimed to determine if the closure of MLK provided a safe and accessible recreational alternative to the Schuylkill River Trail and how an HCM analysis could be utilized to plan for the future of MLK after the pandemic.
