Mr. Carter has nearly 50 years of experience in the management of planning, design and construction of transportation programs and projects. He was previously with WSP | Parsons Brinckerhoff from 1998 to 2012 and led the firm’s construction management practice in the Northwest, serving as area construction manager. Most recently, he has served as an independent consultant assisting engineering firms including WSP | Parsons Brinckerhoff on a variety of projects.
Mr. Carter retired in 1998 from the Washington State Department of Transportation following a 30-year career with the agency. His most recent assignments were as Director of Engineering for Washington State Ferries and as Assistant Regional Administrator for the agency’s Northwest region.
Mr. Carter received M.S. and B.S. degrees in civil engineering from the University of Washington. He is a licensed professional engineer in Washington.
