BOSTON, MA —Dennis Baker has been named Northern New England area manager for transportation and infrastructure at WSP USA, formerly WSP | Parsons Brinckerhoff, a leading engineering and professional services consultancy. In addition, Caroline Downing has been named New England operations manager for transportation.
In his new position, Mr. Baker, who is based in the firm’s Boston office, will oversee the firm’s transportation and infrastructure practice in Massachusetts, New Hampshire, Maine, and Vermont. He will be responsible for achieving the firm’s business objectives and goals by supporting current markets and clients and focusing on underserved markets in Northern New England.
Mr. Baker has over 30 years of experience working for transportation clients throughout the Northeast. He is an accomplished engineer with diverse experience in complex highway, rail and transit projects. He also brings extensive experience in both conventional and alternative delivery projects.
Mr. Baker received B.S. and M.S. degrees in civil/structural engineering from the State University of New York at Buffalo. He is a vice president of the board of directors of the American Council of Engineering Companies/Massachusetts and an active member of the Boston chapter of the Structural Engineering Institute.
In her new position, Ms. Downing, who is also based in the Boston office, will oversee the firm’s transportation operations throughout New England to ensure that projects are managed to meet client objectives. She will lead enhanced project reviews for large, complex projects to assess financial performance, risks, opportunities, staffing and client satisfaction. She also will work closely with the firm’s management to meet the New England region’s overall business objectives, including staffing, business development, project performance and financial targets.
Ms. Downing has more than 30 years of experience in program and project management, contract administration, transportation studies/planning, environmental permitting, and construction management. Her areas of expertise include managing multidisciplinary transportation projects, including bus rapid transit, intermodal stations, transit-oriented development, and heavy and light rail. Prior to joining WSP, she was a vice president with an international engineering company, serving as the Boston transportation manager.
Ms. Downing received a B.S. in interdisciplinary engineering management from Clarkson University.
