Craig Baxter serves as vice president and director of road usage charging (RUC) operations at WSP. He is charged with overseeing the delivery of RUC services including system operations, customer service, logistics and technical support for WSP’s RUC operational services to meet the growing interest in replacing traditional fuel taxation with a RUC program.
Prior to joining WSP, Craig led RUC operations and programs for a connected vehicle platform technology company. He is a problem solver with a track record of implementing innovative solutions that improve service value and reduce the cost of delivery. Craig increased customer service quality by instituting standard operating procedures for all customer service activity, and he improved time to market by overseeing disciplined agile development practices.
Craig applies a strong technology background toward business innovation and increasing operational efficiency. This resulted in several patent awards for Craig in the financial services and telecommunications industries. He was the general manager of a multi-faceted business focused on training and development for technology support professionals.
Craig proudly served the nation as an officer in the U.S. Air Force, and earned his bachelor’s degree in electrical engineering from Northern Arizona University. He went on to earn a master's degree in computer science from Chapman University.
