Drivers

Drivers are at the forefront of any RUC initiative. Under RUC, the burden of funding road maintenance and operations is shared amongst all drivers, regardless of the type of vehicle they drive. Through RUC, drivers can experience better roadways, safer corridors and enhanced mobility options.

WSP collaborates with its clients to develop RUC programs that can work within any political context. With a deliberative, coordinated and interaction-driven process, WSP’s approach delivers an operational mindset to policy, systems engineering and deployment issues, all of which can be addressed in a strategic direction and action plan.

POLICY

WSP’s approach recognizes that building political support and passing necessary legislation that addresses key policy issues will mitigate public concerns as agencies pursue RUC. Our programs have evaluated and resolved issues pertaining to privacy, fairness, governance, security, equity and interoperability.

PILOT

Our policy analysis concludes with recommended pilots to demonstrate the effectiveness of the policy actions in live, operational conditions. WSP has led some of the largest and most successful RUC pilots in the country, including those in California, Colorado, Minnesota, Oregon, and the RUC America coalition. These efforts have led to wider consideration by states and enhanced interest in RUC as a viable future transportation funding source.

PROGRAM

Programs are fully operational instances of road usage charging with actual revenue being collected and applied to transportation funding. Drivers of approved vehicles can choose to pay their fees (road usage charges) by the mile instead of by the gallon. The revenue collected goes toward paying for road and bridge maintenance, operations and mobility improvement.
