A roadmap for transformative care in Qatar

Lexica, member of WSP, led healthcare planning for Hamad Medical Corporation’s clinical and facilities masterplans, including its flagship tertiary care campuses, Al Daayan and Hamad Bin Khalifa Medical City in Doha, Qatar – one of the largest planned healthcare projects in the Middle East. The masterplan vision is to provide world class patient care and experience while meeting future healthcare demands in agile, future-ready facilities.

Hamad Medical Corporation (HMC)

Our experts have worked with Qatar’s leading public health provider, Hamad Medical Corporation (HMC), from 2015 to 2021, delivering strategic advisory, clinical strategy development, health facility planning guidelines, clinical and operational brief development, and master planning services.

The Hamad Bin Khalifa Medical City and Al Daayan campuses are at the heart of HMC’s masterplan to deliver a patient-centred, resilient and accessible secondary and tertiary level public healthcare system, expanding Qatar’s healthcare infrastructure by 3,600 hospital beds. The masterplan and the briefs for HMC’s main hospitals enable and improve integration of clinical care, research and education into one Academic Health System to foster innovation.

Our strategic healthcare planners worked closely with the project team, including architects and urban planners, to translate clinical strategy into deliverable plans and designs and improve patients and staff experience. Planning for the hospitals on these sites included detailed capacity modelling, clinical and operational models codesign with clinical stakeholders, advising on design requirements and supporting the design teams for both locations.

We also provided procurement advisory services to HMC, helping to explore options for a Public-Private Partnership (PPP) to deliver a new tertiary hospital.

Shaping clarity and consistency

A key focus was evidence-based planning and design to create a standard approach to whole hospital, departmental and room planning.

In collaboration with HMC and partners, our team created the Development Standards Framework (DSF) underpinning planning and design for all HMC’s future healthcare facility projects. We undertook extensive international research, liaised with HMC’s facility leads, provided strategic planning, and led stakeholder consultations to refine the framework.
