Overview

Tāneatua Road serves as a lifeline for communities in the Whakatāne District, providing essential connectivity across a region frequently impacted by severe weather events. With closures caused by heavy rainfall and storm surges becoming increasingly common, the corridor’s vulnerability poses risks not only to transport but also to community wellbeing and economic stability. Recognising the urgency, Whakatāne District Council engaged WSP to lead a targeted resilience assessment—one that would deliver practical, high-impact solutions without exhausting limited funding.

Project context and challenges

The Tāneatua Road corridor is exposed to a complex mix of environmental and infrastructural challenges. Forestry operations on adjacent hillsides contribute to drainage issues, with debris and slash increasing runoff and sedimentation. The road’s proximity to the river heightens flood risk, and with few viable detour options, any closure has a ripple effect across the district.

The Council’s brief was clear: develop a roadmap of resilience improvements that are cost-effective, technically sound, and aligned with broader regional goals. The challenge lay in balancing immediate needs with long-term sustainability—ensuring that every dollar spent would deliver measurable value for the community.

 

Collaborative engagement

From the outset, we worked closely with Whakatāne District Council (WDC) and key stakeholders to ensure the project remained grounded in local context and community needs. Regular progress meetings and collaborative workshops created space for open dialogue, enabling us to integrate diverse perspectives and build shared ownership of the outcomes. This partnership approach ensured that the solutions developed were not only technically sound but also socially and politically supported.

Adaptability and innovation

Recognising that resilience planning must be responsive to change, we adopted an iterative, flexible approach. Drawing on insights from comparable projects—such as those on SH2 in Tauranga and in Wellington City—we remained agile in the face of evolving site conditions and stakeholder priorities. This adaptability enabled us to refine our recommendations in real time, ensuring they remained relevant, feasible, and future-proof.

 

Resilience based decision making

To inform our recommendations, we applied WSP’s pioneering resilience metrics and assessment methodology. Using state-of-the-art tools such as ArcGIS Pro and high-resolution LiDAR, we developed detailed hazard models that captured the complex interplay of environmental and infrastructural risks along the corridor. These models formed the foundation of a robust Multi-Criteria Analysis (MCA), which allowed us to evaluate and rank resilience options based on quantitative risk, cost-effectiveness, and community impact. This evidence-based framework ensured transparency and accountability in decision-making.

 

Future Ready® thinking

Throughout the project, we applied WSP’s Future Ready® methodology—an evidence-based approach that helps clients prepare for the challenges and opportunities of tomorrow. By applying a Future Ready® lens, we considered global trends in climate, society, technology, and resources, ensuring that our solutions were not only fit for today but resilient to the uncertainties of the future. This long-term perspective helped identify risks and opportunities beyond the immediate horizon, supporting more sustainable and strategic infrastructure planning.

 

Outcome and impact

The Tāneatua Road Resilience Project will deliver a prioritised roadmap of interventions that enhance safety, reliability, and connectivity across the region. By focusing on high-value improvements, WSP has helped the Council maximise its funding and lay the groundwork for future infrastructure planning.

Beyond technical outcomes, the project strengthens community resilience—ensuring that residents can continue to access essential services, maintain economic activity, and stay connected during adverse events.
