London Thameslink ETCS signalling

The Thameslink programme upgraded a live north-south rail route through London, including infrastructure dating back to the 1860s. For Network Rail, we developed the safety programme for the European Train Control System (ETCS) in the central Core, enabling metro-style frequency while retaining a conventional signalling fallback.

Upgrading a railway that never stopped running

Thameslink is a £6bn, nine-year upgrade linking England’s south coast to destinations north of London. Much of the route runs through dense urban areas, with tunnels and structures dating back more than 150 years.

The biggest challenge sat at the centre. The Thameslink Core is a short, double-track section between Blackfriars and St Pancras where all cross-city services converge. Increasing capacity here was essential, but the railway had to stay open throughout construction.

Making mainline signalling work harder

Most metro systems rely on Communications Based Train Control to run frequent, stop-start services. Thameslink instead adopted the European Train Control System (ETCS), aligning with Network Rail’s long-term signalling strategy.

To reach higher capacity, the project combined ETCS with conventional signalling. Shorter block sections increased throughput around stations, while Automatic Train Operation helped standardize train driving. Keeping conventional signals in place also provided a clear fallback.

We led the project safety programme from an early stage. Starting in 2009, we defined operational scenarios, tested real-world conditions, and shaped safety and integration requirements across the system.

Higher frequency, faster recovery

With Automatic Train Operation over ETCS, the core safely supports 2.5-minute headways. When disruption occurs, trains can recover at two-minute intervals.

Since 2019, services have transitioned to driver-managed automatic control through the core. The result is metro-style frequency on a mainline railway, improving reliability and connectivity for passengers travelling through central London and beyond.
