NEW YORK — Engineering News-Record (ENR) has named six young professionals from WSP USA, a leading engineering and professional services consultancy, to the publication’s regional 2022 Top 20 Under 40 list. WSP’s Jennifer Pangborn was also recognized on the magazine’s national list.
The six regional honorees from WSP are:
- Jennifer Pangborn, assistant vice president and Midwest and Plains traffic and ITS manager (ENR Midwest)
- Anahita Behrad, senior lead environmental compliance consultant (ENR Mountain States)
- Jessica Fly, project manager, staff supervisor and project delivery manager (ENR Southwest)
- Frank “Sonny” Jaramilla, assistant vice president, construction services (ENR Midwest)
- Danielle List, assistant vice president and Mid-Atlantic District marketing director (ENR Mid-Atlantic)
- Jeffrey Yates, Central Region senior manager, marketing communications (ENR Texas & Louisiana)
ENR’s national Top 20 Under 40 is the culmination of its annual Top Young Professionals program, which honors the best of the next generation of construction industry professionals across 10 regions in the U.S.
Pangborn, based in St. Louis, is a transportation planner and engineer who manages mobility, complete streets, multimodal planning, traffic modeling and last-mile connectivity projects. Her portfolio includes the award-winning Armour Road Complete Streets in North Kansas City and the rebuilding of Interstate 270 North in St. Louis to improve community connectivity. At WSP, she supports key committees and initiatives including the Equity Center of Excellence, Inclusion and Diversity, Future Ready®, Vision Zero, Social Value, active transportation and mentoring in the Developing Leaders Network. She is active in several industry organizations, including the Institute of Transportation Engineers (ITE), where in 2011 she served one of the first female co-hosts for the annual international meeting held in St. Louis. She also served on ITE’s Transportation Planning Council as vice chair (2013-2016) and chair (2017-2019). She graduated from Washington University in St. Louis with a bachelor’s degree in civil engineering-transportation and a master’s degree in construction management.
Behrad, based in Denver, ensures federal, state and local environmental documents are completed in compliance with applicable regulations and are on schedule and within budget. Additionally, she provides oversight on public involvement activities, with a focus on underserved communities. Behrad served as environmental compliance manager on the Arizona Department of Transportation (ADOT) Interstate 10 Broadway Curve project and worked on the environmental justice analysis for the Colorado Department of Transportation’s Central 70 project, the largest urban highway expansion in Colorado history. She is a graduate of California State Polytechnic University – Pomona, with a bachelor’s degree in urban and regional planning.
Fly, based in Tempe, has served as a designer, lead engineer and manager for transportation projects, from complex urban freeways to local arterial streets, during her 15 years at WSP. She has served in leadership roles on several significant Arizona infrastructure projects, including project manager for the widening of 13 miles of the Pima Freeway, and as roadway segment lead for construction of 22-miles of new highway for ADOT’s South Mountain Freeway project. As a staff supervisor, she manages five engineers in the Tempe office. She is a graduate of Arizona State University with a bachelor’s degree in civil engineering.
Jaramilla, based in Chicago, is currently the WSP project manager and resident engineer for the Chicago Department of Transportation (CDOT) Wells Wentworth Connector Section 3 project. His portfolio is packed with high-profile projects, including the Chicago Transit Authority Redline Purple Line modernization advance utilities relocation, CDOT Albany Park Stormwater Diversion Tunnel and New York City’s Second Avenue Metropolitan Transit Authority Subway tunnel systems project. Jaramilla is WSP’s national capacity building initiatives lead, directly guiding national initiatives for career path development, staff retention, and business line strategy. He is a graduate of Arizona State University with a bachelor’s degree in engineering.
List, based in Pittsburgh, is accountable for the financial performance of marketing communications and business development efforts. She collaborates with District leadership in monitoring budgets, consistently exceeding sales goals for the region through successful strategy and business development initiatives. List was responsible for client and marketing teams who secured more than 150 percent of the anticipated net goal for 2019, and continued to exceed goals in 2020 and 2021. She is a founding board member for WTS Pittsburgh, previously serving as membership chair. She is a graduate of Point Park University with a master’s degree in journalism and mass communication.
Yates, based in Houston, is responsible for the development, consensus-building, and implementation of sector-based communications plans, including energy, advisory services, property and buildings, transportation, water, and program and construction management. He serves as an ambassador for WSP’s Inclusion & Diversity Council and Texas Task Force, helping to raise awareness about the importance of inclusion and diversity in the industry. Yates will be part of a team travelling to East Africa in 2022 to construct a suspension bridge in a rural community with no infrastructure. He is a graduate of the University of Virginia with a bachelor’s degree in architectural history.
ENR’s National Top 20 Under 40 were selected out of nearly 400 entries, representing all parts of the construction industry. Panels of independent industry judges in each of the 10 regions selected up to 20 winners to represent that region. The highest scoring candidates from each of the regional contests were then evaluated by another panel of judges to select 20 professionals that represented the best of young leaders from across the U.S. Profiles of the winners will be published in each regional magazine.
