Lou Cornell is Chief Executive Officer of WSP USA. With over 25 years of extensive and progressive design and management experience in the engineering, environmental, architectural and construction industry, Lou is successful in running operations, setting the strategy and significantly growing profits for businesses with annual gross revenues in excess of $1.2 billion, covering all end markets.

He is a part of the local fabric in California and the West Region since 2010 and developed many well-established relationships with public and private clients, as well as other consultants and contractors in the region.

Lou joined WSP in October 2019. Prior to joining the firm, Lou served as the Senior Executive for the Jacobs Buildings and Infrastructure Americas group, a geography that spans the western half of the U.S., including Alaska and Hawaii. He was responsible for the vision, strategy and sales, focusing on planning, traditional design, program management and construction management, design-build, operations and maintenance and P3 projects throughout the country.

Lou holds a bachelor of science in civil engineering from the University of Pittsburgh.

Andrew is based out of the WSP Orange office in California.

Key achievements for Andrew include numerous business integrations, development of Operational Finance Training for a multi-billion dollar enterprise and successful reorganization of multiple finance organizations that enabled stronger financial business partnerships and delivery of key targets.

Andrew holds a bachelor of arts degree in Economics from the University of Connecticut.

Chief Human Resources Officer

Debbie Arendsen is Chief Human Resources Officer for WSP USA. She is responsible for HR strategy, including talent acquisition, employee development, succession planning, compensation and benefits, and HR technology and operations. With a human resources career spanning 30 years, Debbie’s leadership guides and supports our people, while driving our business strategy through best practice solutions and expertise. Based out of Atlanta, Debbie has been with WSP for four years, and since day one, she has championed our people by fostering positive employee experiences.

Prior to joining the firm, Debbie was with Jones Lang LaSalle (JLL), where she led the Americas HR transformation, including implementation of industry-leading Workday technology, redesigning business processes, and implementing a new HR target operating model. She was a member of the company’s HR Leadership Team and delivered HR strategy through partnership with business lines.

Earlier in her career, Debbie worked within the real estate investment management and construction management business lines of Lend Lease. As principal, she led teams of HR business partners to execute strategic objectives in support of business goals.

Debbie graduated Auburn University with a bachelor’s degree in human resources management, and she has a master’s degree in business administration from the University of Georgia.

Chief General Counsel

STEPHEN DALE

Stephen Dale has resumed his leadership of the Legal Department after having spent more than a year as president of the Southeast Region. Stephen held the position of chief general counsel for seven years prior. He will continue to lead the 12-state Southeast Region until his successor is appointed.

Stephen returns to the role of chief general counsel with more than 15 years of professional services law experience, including a dozen years with WSP. He joined the firm – then Parsons Brinckerhoff – in 2010 as the assistant general counsel for litigation, and four years later began his first run as general counsel. In this role he counselled project leadership on claim reduction and mitigation strategies and advised Human Resources on management issues. He previously led the company’s litigation group to manage all disputes within the Americas and major claims around the world, ranging from construction disputes to employment matters.

Prior to joining the WSP, Stephen was a partner at SmithPachterMcWhorter, PLC, in Vienna, Virginia, where he represented prime contractors and developed joint venture and teaming agreements for infrastructure and energy projects, as well as public/private partnerships.

Stephen graduated with a bachelor’s degree and law degree from the University of North Carolina at Chapel Hill. As a recognized expert in construction law, he has published numerous articles on the topic for leading journals. Stephen is a member of the American Society of Civil Engineers and has served on its Board of Governors—Construction Institute and Board of Directors—Committee on professional practice.

Throughout her career, Nolan has developed practices and people around a shared vision and common purpose to build high-performance teams across a broad range of business lines including transportation, buildings, water, energy, and environmental services providing consulting, planning, design and program management services for public sector and corporate clients as well as the federal government.

Nolan is a graduate of the University of Minnesota with a bachelor’s degree in interior design. She holds membership in the Urban Land Institute (ULI), Advancing Women in Transportation (WTS), Conference of Minority Transportation Officials (COMTO), American Institute of Architects (AIA), and a LEED AP certification from the U.S. Green Building Council.

In his nearly 28 years with the firm, Jerry has held several leadership positions which has contributed to WSP’s tremendous success. Before joining WSP, Jerry gained extensive experience serving 11 years at the Maryland Department of Transportation in the areas of transportation planning, highway design and traffic engineering.

Prior to joining WSP, he led a business unit providing technical and business consulting services for environmental, infrastructure, energy, power and digital technology projects for an international consulting firm. He was responsible for the company’s group global strategy and development function, leading its strategic emphasis in the energy transition and sustainable infrastructure.

Federal Programs Region President

Todd Semonite

Todd Semonite is the Federal Programs Region President. For the past four years, Todd served as the 54th Chief of Engineers and Commanding General of the U.S. Army Corps of Engineers. He advised the Secretary of the Army on matters such as general, combat and geospatial engineering; construction, real property, public infrastructure; and natural resources science and management. Todd oversaw 36,000 civilian employees, 800 military personnel, and managed a $68 billion project portfolio.

In 2020, Todd led the Army Corps of Engineers’ response to the coronavirus pandemic, constructing 38 alternate care facilities that created 15,000 beds for COVID-19 patients across the U.S. When COVID-19 infections first peaked in New York City last year, Semonite oversaw the build out of the temporary hospital at Javits Center.

As president for Federal Programs, Todd leads a multi-disciplinary team that delivers dynamic engineering solutions for U.S. government agencies; developing and delivering timely, cost-effective projects that foster sustainable communities and protect national and natural resources. Federal Programs supports clients in facilities design, master planning, national security programs, logistics and emergency management, environmental services and overseas integrated development. Todd is based in the Washington, D.C. office.

Transportation and Infrastructure National Director

Sofia Berger is the Transportation and Infrastructure National Director. In this role she oversees the strategic direction, business development performance, client management, and knowledge management of the U.S. transportation market, including highways, bridges, transit and rail, tunnels and aviation, as well as ports and marine.

Previously, Sofia served as Deputy National Business Line Leader in the Advisory group with a range of responsibilities from strategic planning, operational management, and complex project management across all types of infrastructure.

Sofia was Deputy Business Development Leader for U.S. Transportation as well as Managing Director for the Latin American and the Caribbean Division at Louis Berger, an international consulting engineering organization, which was acquired by WSP in 2018. She was particularly focused on rail and transit and public-private partnerships, as well as overseeing the strategic direction of the regional operations as well as all client management, project delivery and business development activities.

As a third-generation engineer, Sofia has a unique background that informs her approach to leadership and delivering for clients. She has 20 years of infrastructure experience spanning project management of construction projects in the field and management consulting for private sector clients and governmental transportation agencies around the world.

Sofia holds a master’s degree in business administration from Harvard Business School and bachelor’s degrees in civil engineering and economics-operations research from Columbia University.

Alastair MacGregor is the Property and Buildings National Director. With nearly 25 years of experience, Aly comes to WSP having held various leadership positions of increasing scope and responsibility. Most recently, he served as a senior vice president and an integral part of the global leadership team overseeing the technology and logistics market sector at an international infrastructure consulting firm. His success in driving continued growth and delivering high performance solutions for a variety of clients will greatly benefit our expanding Property and Buildings business and the organization as a whole. He has specialized in creating and developing multi-disciplinary teams with a common passion for supporting the design, operation and ownership of built environments that enhance occupant wellbeing and minimize environmental footprint. Aly brings varied expertise across digital innovation and transformation; sustainable, low carbon and high performance design; smart buildings; strategic portfolio of energy and decarbonization programs; and more key areas that will help us deliver on our key strategic ambitions. Aly holds a master’s of science in building services engineering management from Heriot-Watt University and bachelor’s of science in mechanical engineering from the University of Newcastle. He is a FitWel ambassador and a LEED AP.

National Business Line Leader, Water

Tyler Jones serves as National Business Line Leader for Water at WSP USA. In this role, Jones will direct the development and implementation of WSP’s U.S. growth strategy in drinking water, wastewater and water resources by organizing and positioning the business for success, connecting with clients and prospects, collaborating with partners and peers and building the firm’s brand authority in the market. He will focus on strategic sales, recruitment and developing a team of national practice leaders.

Prior to his new leadership role, Jones served as the Central Gulf Coast region manager for the Environment and Infrastructure (E&I) business of John Wood Group, a global infrastructure design, consulting and construction management firm acquired by WSP in September. Before that, he was a business line leader of the Central U.S. region for a global integrated professional and technical services firm. Jones has 27 years of professional consulting experience in infrastructure design and construction management, program management, disaster recovery and environmental remediation. He also possesses senior leadership and operational expertise for the delivery of water, transportation and government projects and programs nationwide.

Jones is a graduate of Temple University with a master’s degree in geochemistry and Millsaps College with a bachelor’s degree in environmental geology. He is a registered Professional Geologist in Texas and Tennessee and a Project Management Institute Certified Project Management professional.

Michael (Mike) Case is the National Business Line Leader for Energy, which provides a wide offering of professional services in markets including conventional power plants, energy services, renewable power and underground storage. Mike joined WSP in 2005 and has been a member of the business line’s leadership team since 2014. In his most recent role as Senior Vice President, National Markets Director/Power, Mike has leveraged his extensive experience with the business to support continued growth across all end markets and geographies. He has provided overall management of business and technical operations for power and thermal generation, transmission and distribution, renewable energy, and energy management, with responsibility for delivering high-profile projects and programs involving multiple engineering disciplines and cross-sector collaboration. His success in leading the power business during a time of exponential growth and expanded opportunity will be an immense asset to our team. Mike holds a bachelor’s of science in electrical engineering from Michigan State University. He is a Licensed Professional Engineer in multiple states and is a LEED AP.
