BALTIMORE — Mass Transit magazine has named Kimiya Darrell, vice president and transportation planner at WSP, a leading engineering, environment and professional services consultancy, to the magazine’s annual 40 Under 40 list for 2023.
Each year, Mass Transit honors 40 individuals under the age of 40 who have demonstrated a capacity for leadership, innovation and exhibited a commitment to making an impact in transit.
Darrell is WSP’s local business lead for Maryland, working collaboratively with planning team members in Baltimore, Washington, D.C. and Virginia that together function as one regional team.
Currently, Darrell is predominantly working on MTA’s Baltimore Red Line, leading community and stakeholder engagement on this regionally significant transit project.
“Kimi Darrell is the glue that keeps our entire planning team together,” said Wes Mitchell, vice president of planning and Advisory business lead for Maryland, Washington D.C., Virginia and West Virginia at WSP. “Her ability to consistently perform at a high level, while also showing an uncanny acumen for those softer interpersonal skills is so extremely rare in our industry and is the essence of what makes her an irreplaceable member of our Baltimore office and overall planning team.”
With a strong background in program analysis and project management, Darrell’s career includes earlier roles as transportation planner and grant lead for a national architecture and engineering firm. She also managed the creation and implementation of a nationally recognized safety rules compliance program, with innovative custom software integration for MTA. Prior to entering the private sector, Darrell also served as policy analyst for the Baltimore City Department of Transportation, where she led comprehensive policy reform, delivered major financial savings, and oversaw a reorganization and strategic planning process for the planning division.

In 2020, the Association for Commuter Transportation recognized Darrell as a 40 Under 40 Transportation Demand Management Professional.
She is a graduate of the University of Virginia with a bachelor’s degree in sociology, and Johns Hopkins University with a master’s degree in public policy, with a focus on transportation.
