The 15th annual award recognizes women whose professional excellence and advocacy are shaping the future of transportation in the U.S. COMTO celebrated this year’s 10 impressive honorees during its gala ceremony on April 15 in Washington, D.C.
For more than two decades, Baldwin has guided transportation strategy, delivering operational solutions and promoting sustainable infrastructure across municipal governments, public transportation agencies and the broader infrastructure sector. At WSP, she supports strategic growth, technical excellence and project delivery throughout California.
“Shalonda’s recognition reflects the impact she has made as a leader, mentor and advocate in transportation,” said Steve Smith, Transportation and Infrastructure business line executive, WSP in the U.S. “Her ability to center people, communities and long-term outcomes in complex transportation challenges exemplifies the values COMTO celebrates through this award.”
Baldwin is known for her skills to help cultivate future leaders and industry practitioners, and for her numerous successes helping clients develop transformative solutions that enhance mobility and quality of life for all. She is active on boards for the American Public Transportation Foundation; the San Francisco Bay Area Planning and Urban Research Association; Transportation Committee co-chair and board of directors for Bay Area Council; and IDEA Task Force and committee member for California Transit Association, working hard to build accessible infrastructure for communities.
Baldwin joins other WSP professionals formerly recognized with the Women who Move the Nation honor. Last year, COMTO honored Tanya Adams, senior vice president and director of strategic partnerships, U.S. Advisory and Planning. Previous honorees include Inez Evans Benson, senior vice president, major events and strategic initiatives, in 2023 and Jannet Walker-Ford, Advisory and Planning business line executive, in 2019.
