Brian Shell is a vice president, senior technical principal and the national practice lead for water alternative delivery advisory. He is a licensed professional engineer with a technical background that spans water resources, drinking water, wastewater, roadway/bridge and transit projects. Brian focuses on helping clients select the optimal project delivery method and using the suite of funding and financing tools available for their projects and programs while integrating best practices technical, legal, commercial and financial disciplines. He sees projects through in a risk-minded manner to project development and contract administration, and performance management. Brian has structured procurement and financing strategies and developed procurement documents across the range of project delivery methods in all project stages working with both private and publicly financed utilities including communicating with diverse stakeholder groups to achieve project success.
