Jasper Cooke leads the environmental water team in Texas, as well as supporting projects across the FEMA Risk MAP Program. He is focused on increasing community resilience nationwide.
He is a people-centric leader with 14 years of experience in emergency management. Prior to WSP, he led the mitigation and then recovery teams at the Texas Division of Emergency Management, overseeing $2 billion in mitigation grants and over $20 billion in recovery grants.
Jasper’s career includes significant depth in strategy, implementation, equity and emergency management, including both mitigation and recovery. He holds a Bachelor of Science in conservation social science from the University of Idaho and a Master of Arts in security studies from the Center for Homeland Defense and Security at the Naval Postgraduate School.
