Before joining WSP, Jodie established new innovative finance and project delivery programs as a senior advisor to the secretary for the U.S. Department of Transportation's Build America Bureau (formerly the Build America Transportation Investment Center and as a director of project and program development). Prior to that, Jodie served as Director of the Maryland Department of Transportation (MDOT)’s Office of Innovative Project Delivery, responsible for concept screening and selection processes; scope refinement; procurement of subject-matter expertise; risk allocation; multiphase solicitation management; legislative reviews and reporting; contract development and negotiations; and project accountability monitoring. She was also on the MDOT project delivery team providing leadership for the first surface transportation public-private partnership in the state—the Maryland Transit Administration’s Purple Line.
Jodie brings extensive expertise in multidisciplinary capacity building and collaboration; innovative program establishment; financial policy formulation and execution; and strategic planning for transformational change. She has a wealth of experience balancing near-term decision-making with the long-term achievement of vision, mission and goals.
Jodie holds a master’s degree in transportation and city planning from the Massachusetts Institute of Technology and a bachelor’s degree in international studies from Johns Hopkins University.
