Theodore has over 20 years of experience in managing transportation planning, engineering and policy initiatives at the local, state and federal levels. These initiatives have focused on ITS, connected vehicles, transportation planning, traffic incident management, and other regional operations-related initiatives.
He also has significant experience in managing large-scale on-call services contracts at the federal level. He holds a master’s degree in business administration from Northeastern University; master’s degrees in transportation policy, operations and logistics from George Mason University and in transportation policy from Iowa State University; and a bachelor’s degree from Iowa State University.
