This precedent-setting sediment remediation project exemplifies three decades of engagement by WSP’s scientists and engineers, supporting U.S. Army Corps of Engineers Kansas City District (USACE KCD) and Environmental Protection Agency (EPA) Region 2 on a highly visible and complex Superfund Site under multiple contracts. WSP’s project team is comprised of key staff who stayed together through multiple project phases (including RI/FS, remedial design, construction phase services and remedy effectiveness review) to secure a controversial Record of Decision (ROD) and provide oversight through dredging remedial design, development of remediation performance standards, implementation of a ground-breaking remedy and five-year review of dredging remedy effectiveness.
The Hudson River PCBs Superfund Site is one of the largest and most complex mega-contaminated sediment sites in the country, stretching 200 miles from Hudson Falls to New York Harbor. The ROD required dredging of 2.65 million cubic yards of contaminated sediment along 40 miles of the Upper River. This project provides a combination of self-performed work (designing alternate water sources - water line and Granular Activated Carbon treatment - for communities along the river), review of work by a third party (remedial design review of the dredging and oversight of Remedial Action), and programmatic work such as the development of the remedial framework for investigation and design (engineering and quality of life performance standards). This demonstrates that WSP can excel on complex projects even when client’s needs change over the course of a long-term project.
