Frequent voltage and frequency fluctuations in Guam’s commercial electrical grid threatened sensitive equipment and disrupted operations at Polaris Point, a key U.S. Navy installation supporting submarine missions across the Indo-Pacific Area of Responsibility. To address these issues, we designed a microgrid system that improves power quality and resiliency and safeguards mission-critical infrastructure, supporting the Navy’s energy resilience initiative.
Our team delivered a comprehensive 100 percent design solution that included battery energy storage, diesel generation, and a control system capable of managing complex power demands to the Polaris Point wharves. Our work also extended to the development of a design-build Request for Proposal for underground electrical distribution, helping the Navy stay ahead of evolving scheduling and programming needs.
Designing for Guam’s unique challenges
Polaris Point’s location in a tropical marine environment meant our design had to withstand corrosive conditions and typhoon-force winds exceeding 200 mph. We worked closely with the Navy to align our approach with the base’s long-term development plans, coordinating with adjacent infrastructure such as a new primary substation and accommodating programming impacts from Typhoon Mawar.
Beyond the core microgrid components, our team provided a range of technical services from electrical system studies and geotechnical investigations to sustainability coordination and commissioning support. Every element was designed with resilience, efficiency, and long-term performance in mind.
Integrated facilities and infrastructure
The microgrid is anchored by two new facilities, one housing the battery energy storage system and another supporting diesel generation. Building designs included HVAC, electrical systems and control systems while site improvements addressed water, sewer, drainage and stormwater management.
We also modernized the base’s communications infrastructure, integrating fiber and copper cabling, Supervisory Control and Data Acquisition (SCADA) systems, and industrial control networks to ensure reliable data flow and operational oversight.
Strengthening strategic readiness
By delivering a distributed energy microgrid solution, our team helped the Navy take a critical step toward energy independence and operational continuity. The project supports waterfront infrastructure at Alpha and Bravo Wharves and enhances the base’s ability to respond to future challenges.
