To meet growing energy demands and improve efficiency, the City of Pasadena embarked on a transformative upgrade of its 1960s-era gas-fired power plant with an environmentally conscious solution.
We served as the owner’s engineer, guiding the city through siting, air permitting, preliminary design and development of both the power island equipment and EPC contracts. The result was a 71-MW 1x1 combined cycle plant featuring a GE LM6000PG gas turbine, once-through steam generator and condensing steam turbine.
Efficient and environmentally responsible
The Glenarm facility became the first power plant in California to receive an air permit under new greenhouse gas guidelines. With a catalytic converter and highly efficient design, the plant was recognized as the cleanest in its class and earned Power Magazine’s Reinvention Award in 2017.
Designed for the community
Situated on less than two acres, the plant’s compact footprint required innovative design to ensure operability and maintainability. We collaborated closely with Pasadena’s noise consultant to meet strict sound level requirements, ensuring the plant operated no louder than 5 decibels over ambient levels.
Preserving historic character
The project adhered to California Environmental Quality Act requirements by preserving the visibility and appearance of the historic Glenarm Building. We implemented design modifications to ensure the structure remained a visible landmark.
Reliable and flexible power
The transition from an open burner to a gas-fired turbine significantly improved plant efficiency and flexibility. The project was completed on time and on budget, ready to support Pasadena’s energy needs.
