In 2005, the three Central Florida Districts were working towards the development of the Central Florida Coordination Area (CFCA), which was identified as a region of Florida in which water supply issues needed to be addressed. During that time, the five STOPR Group Utilities — City of St. Cloud, Toho Water Authority, Orange County, Polk County, and Reedy Creek Improvement District — were pursuing or planning to pursue individual water use permits (WUPs).
The STOPR Group selected WSP to assist them with their water use permitting efforts and compliance requirements. Through significant collaboration and with technical support from the WSP team, the STOPR Group successfully secured water use permits.
In addition to helping the STOPR Group secure their WUPs, WSP assisted the group with the conditions required for their permits to be maintained. This included installing certain wells and equipment needed prior to performing monitoring, creating a monitoring program to facilitate data collection and reporting, and performing ongoing compliance services.
Since this initial project, WSP has provided support to the STOPR Group for over a decade. Through the years, our team has maintained the complex monitoring network, developed annual water quality and level assessments, and provided compliance services to the Group, which has never been out of compliance. In 2017, WSP prepared and submitted a 10-year compliance report for the group that resulted in the continuation of its 20-year permits.
This project has required significant technical expertise from WSP, including lower Floridan monitoring well and piezometer design and installation, property owner negotiations and easement acquisition, field data collection, groundwater flow modeling and water level and water quality analysis.
