Deborah’s experience includes implementation of the P3 delivery model as well as development and implementation of innovative financing solutions for transportation, municipal debt issuance, toll facility operations, cash management and banking.
Before joining WSP USA, Deborah served as strategic delivery team leader for the U.S. Department of Transportation's Federal Highway Administration (FHWA) Office of Innovative Program Delivery, where she led a geographically dispersed team of innovative finance specialists in delivering technical assistance, developing research and analytical tools, and building capacity among FHWA division office and state departments of transportation staff in the implementation of alternative financing and delivery practices for complex highway projects. Prior to that she led the initial implementation of the Virginia Department of Transportation’s highly successful and long running P3 program, which included writing the initial program guidelines and negotiating the first new-build project.
Recently, Deborah has provided P3 advisory services for the Maryland Transit Administration’s Purple Line Light Rail, the North Carolina Department of Transportation’s I-77 HOV/HOT Conversion, and the District of Columbia’s Daly Building Renovation. In addition, she is also leading the development of P3 Basics Overview course materials and instructions for the Build America Transportation Investment Center Institute.
Deborah holds a master's degree in business administration and a bachelor's degree from Virginia Commonwealth University.
