To help California meet its renewable energy goals, we partnered with Los Angeles Department of Water and Power (LADWP) to deliver a major transmission project that connects communities to wind and solar energy.

California’s commitment to renewable energy requires bold infrastructure solutions. To help meet the state’s Renewables Portfolio Standard and improve grid reliability, our team partnered with the LADWP to deliver the Barren Ridge Renewable Transmission Project, transporting wind and solar energy from the Tehachapi Mountains and Mojave Desert to urban centers across Southern California.

We joined the project early, conducting siting studies and identifying transmission routes and switching station locations that balanced technical feasibility with environmental sensitivity. Our team prepared a joint federal and state environmental review document under National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA), and remained engaged throughout permitting, construction and restoration.

Collaborating across jurisdictions

The project spanned more than 60 miles and crossed multiple jurisdictions, requiring coordination with 11 agencies at the federal, state and local levels. We worked closely with these stakeholders to secure biological, water and cultural permits, helping LADWP maintain momentum and meet critical milestones.

In Green Valley, residents voiced concerns about expanding an existing right-of-way. Responding to these concerns, we proposed a triple-circuit tower design that preserved community space while meeting transmission needs. Our approach reflected a commitment to listening, adapting and delivering solutions that benefit both clients and communities.

Streamlining environmental review and compliance

To streamline the permitting process, we conducted a comprehensive environmental review that eliminated the need for detailed designs across all route alternatives. This not only reduced costs but also accelerated approvals. During construction, we effectively managed mitigation monitoring, and post-construction we have supported restoration efforts and ensured long-term compliance and environmental stewardship.

Our work on this project is ongoing, with continued focus on BMP inspections and repairs that support LADWP’s efforts to maintain environmental compliance and infrastructure integrity across the transmission corridor.
