Our multidisciplinary team delivered a fully integrated design, bringing together architecture, mechanical and electrical systems, civil and structural engineering, fire protection and telecommunications. The electrical infrastructure was built to support continuous operations with dual-voltage distribution, backup diesel generators and uninterruptible power systems. These systems were tied into a SCADA platform to ensure seamless monitoring and control.
Our telecommunications design required careful coordination between legacy and new systems. We developed both outside and inside plant networks to support secure voice, data and control systems. These included the Secret Internet Protocol Router Network (SIPR) for classified communications, the Non-classified Internet Protocol Router Network (NIPR) for sensitive but unclassified data, Industrial Control Systems (ICS) for facility operations and Community Antenna Television (CATV) for commercial media distribution. The backbone fiber network and internal raceways were designed to ensure connectivity across the facility and between bases.
Planning with precision
Before design could begin, our team conducted extensive site investigations to understand the environmental, cultural and technical conditions. We performed hazardous materials assessments, geotechnical studies, topographical and utility surveys and coordinated with local agencies to develop a permitting strategy that respected Guam’s unique landscape and regulatory requirements.
We also supported NAVFAC with programming documentation, facilitated design charrettes and delivered stamped construction drawings in July 2021. Our electrical studies, which ranged from arc flash and power flow modeling to grounding and lightning protection ensured the facility would meet stringent reliability and safety standards.
