The manual centers on operational strategies and management techniques that help agencies get more out of existing networks. It spans a wide range of TSMO approaches, from foundational elements such as situational awareness, communication and decision support to more advanced, integrated tactics such as integrated corridor management, traffic incident management, and transit-related tactics.
It is designed to work in partnership with core industry resources such as the AASHTO Green Book, Highway Capacity Manual and Highway Safety Manual, consolidating best TSMO planning and design practices into a single, easy-to-consult reference.
Research-backed guidance
To support its scope, the TOM is grounded in rigorous, evidence-based research, incorporating industry practices, case examples and input from transportation agencies.
According to Reno Giordano, vice president, transportation operations, WSP in the U.S., the TOM arrived at the perfect time.
“The industry had reached an inflection point,” Giordano said. “TSMO was no longer an emerging idea. Agencies were looking for one holistic, authoritative source to support this shift—and this work helped move that conversation forward.”
The manual is now available to all AASHTO members and industry professionals, supporting broad, consistent application across the country.
Implementation Guide coming soon
In addition to the TOM, WSP is developing a companion Implementation Guide to support practical applications of TSMO. It compiles real-world examples, proven practices and lessons learned to help agencies translate TOM guidance into action.
The guide also will establish a living, digital resource—hosted on the National Operations Center of Excellence website—that can be continuously expanded and updated as practitioners contribute new insights and innovations in TSMO, ensuring the guidance evolves alongside the industry.
