The original George Massey Tunnel was opened to traffic in May of 1959. The 629-metre-long tunnel was the first in North America to use immersed tube technology.
The Highway 99 Tunnel Program consists of the Fraser River Tunnel Project (which includes the replacement of the George Massey Tunnel), the Steveston Interchange Project, widening of Highway 99 for a bus-on-shoulder lane, Highway 99 and 17A off-ramp widening, and the Bridgeport Road bus connection. The next step in the Fraser River Tunnel Project is to initiate the environmental assessment process. This includes ongoing engagement with Indigenous groups and stakeholders and preparation for procurement. The new immersed tube tunnel is estimated to cost $4.15 billion and is scheduled to be complete in 2030. In the interim, improvements to transit and cycling infrastructure along Highway 99 are underway. Construction of the new Steveston Interchange is scheduled to begin this year.
