Delivering the First Integrated Project Delivery (IPD) Project in British Columbia

In 2019, the City of Kamloops initiated the Canada Games Aquatic Centre infrastructure improvement project using an Integrated Project Delivery (IPD) model – the first IPD project in British Columbia and the first IPD renovation project in Western Canada. WSP was part of the collaborative IPD project team providing structural, electrical, and civil engineering experts.

Revitalizing the Canada Games Aquatic Centre

Sustainability and ease of maintenance were the City of Kamloops’ top priorities, and these were implemented in the project design and construction with regular input from maintenance staff and stakeholders. The mechanical and electrical systems, as well as the pool roof deck structure, were removed and replaced in their entirety including lateral stability connections. A new entrance vestibule and support tower for the mechanical system was added, along with a new hot tub and retractable bleachers. The upgraded facility features an inclusive design with individual, gender-neutral change rooms, and increased accessibility with two new wheelchair accessible change rooms and hot tub lift. New LED lighting and a new scoreboard were also added, allowing the City of Kamloops to host future exciting events.

Reducing the Carbon Footprint

Sustainable practices implemented during construction resulted in diverting 97% of construction waste from the landfill. The upgraded facility lowered its GHG emissions, by reducing the use of natural gas, and significantly improved the energy efficiency of the facility.

A Collaborative Team Approach

Pull planning, a construction scheduling technique, was utilized at the beginning of the validation phase to clarify roles, responsibilities, deliverables and timelines for each team member. An interactive, collaborative approach, with all partners was used throughout the design and construction phases. The collaborative team approach was truly put to the test when the COVID-19 pandemic hit mid-way through the design phase, however, the IPD team remained agile – quickly and successfully adjusted to a virtual setting. Several collaborative tools were developed by the team and saved on a common project site. This allowed for a fully accessible single source of truth for our Sprint Boards, PIT Logs, Decision Matrix, Risk Register, Forecast, and other working files.

An Active Future for Generations to Come

The Canada Games Aquatic Centre project was successfully delivered under budget with a savings of $1 million. The team was able to leverage the savings by reinvesting it into the project to include several additional wish list items. Overall, the improvements resulted in a competition ready facility with enhanced accessibility, functionality and sustainability for generations to come. A Future Ready® facility, providing recreation, health, and wellness opportunities for the community and the surrounding Thompson Okanagan region.
