In August 2022, 'Lexica, member of WSP', began supporting the Science and Technology Facilities Council (STFC) on the EPAC Phase II Fit-Out project at the Harwell Science and Innovation Campus in Oxfordshire. Our experts provided project and cost management services to shape a high-functioning environment for scientific research and collaboration.

The scope included fitting out staff offices, flexible workspaces and a presentation area with tiered seating. Visiting scientists benefited from bespoke features such as variable-height seating, movable wall systems, writable glass screens, acoustic booths, and focused “thinking” pods. These elements were designed to support both individual concentration and group interaction, while specialised rooms were tailored to meet government-specific requirements.

Achieving complex programme goals

The project required completion within STFC’s financial year-end, prompting an accelerated programme. Our specialists led a fast-tracked design phase, streamlined client approvals and initiated tendering just two months after signing the Pre-Construction Services Agreement.

Despite the compressed timeline, the project was successfully completed in June 2023. Our structured approach enabled the team to maintain momentum and meet critical milestones without compromising quality or scope.

Integrating delivery and oversight

Our project and cost management teams advised on procurement strategies that balanced budget control with quality assurance. Their prior involvement in the EPAC base-build enabled smooth contractor integration and fostered a collaborative working relationship with STFC.

The addition of NEC supervisor services improved communication across stakeholders, aligning delivery teams with project objectives. When additional fit-out requirements were introduced in April 2023, we adapted quickly, absorbing changes without affecting the timeline.

Setting a benchmark for future fit-outs

Our transparent financial reporting was recognised by both STFC and the Central Laser Facility (CLF) team, ensuring visibility and confidence in budget performance. This reporting approach supported informed decision-making throughout the project lifecycle.

The final design followed PAS 6463 Design for the Mind guidance, resulting in a high-quality finish that supports cognitive wellbeing. The EPAC Phase II Fit-Out now serves as a reference point for future projects within the Rutherford Appleton Laboratory.
