The challenge

Keogh Barracks was established in 1938 and has served as a cornerstone of Army medical services for decades. Most of its buildings date back to the pre-1950s era. Under the DEO Army programme, new user groups will relocate to the site, requiring a significant uplift in living, working and training spaces. The client needed high-quality facilities while balancing budget, sustainability and planning constraints.

Our approach

We led an Assessment Study to shape the future of Keogh Barracks. Working with partners HLM and Arcadis, we combined design innovation, cost and risk expertise, and environmental insight to deliver a compelling, evidence-based masterplan. Our team collaborated daily with DIO and Army stakeholders to ensure alignment and transparency at every stage.

Our approach began with a deep dive into the site: assessing capacity, condition and future requirements. We mapped constraints and opportunities, from ecology and heritage to utilities and transport, and developed a masterplan to RIBA Stage 2, supported by robust cost modelling and risk profiling.

What made this different?

In previous studies, options were often shaped by technical feasibility and user preference, leading to costly choices. 

At Keogh Barracks, we changed that. By introducing early cost estimates, we created three balanced options that gave end users genuine choice without cost being the deciding factor. This approach delivered clarity, flexibility and confidence for the client.

Looking ahead

This project was more than just buildings, it was about the people. Modern, sustainable spaces mean better quality of life, enhanced operational readiness and a stronger sense of community. For the Army, it’s a future ready site that supports those who serve today and in the future. 

With the Outline Business Case approved and planning underway, Keogh Barracks is on its way to becoming a benchmark for Defence estate transformation. Combining innovation, collaboration and foresight to deliver spaces that matter.
