Rachel Blair
Masters of Business Administration (MBA)
Rachel leads a team of 80+ people nationally, that provides strategic and operational leadership to the Property & Buildings sector in WSP to achieve exceptional results for our clients and stakeholders.
Rachel has several years experience in the property industry in NZ and Australia, including management of an extensive property banking portfolio and shopping centres which requires; accountability of significant capital, operational budgets, health and safety management, team leadership, implementing sustainable initiatives, stakeholder engagement and developing/executing business strategy.

Annette is the Work Group Manager located in the Christchurch Office and manages a team of eight disposal and acquisition consultants. Annette has over 20 years’ experience in the disposal of Crown owned land. Annette currently manages the National LINZ Disposal Contract which includes the disposal of the Ministry of Education properties, LINZ Client properties and oversees the transfer of treaty settlement properties for LINZ along with Tertiary Institute Transfers.

Buildings Asset Management Leader
Anthony Van Meer
PG Master in Design Science (Facilities Management). CPEng
Anthony is a Building Asset Management Leader with 30 years of technical and management experience gained in New Zealand, Australia and the United Kingdom.
Anthony has a strong strategic consultation, facilitation and technical background in property and capital asset management. With significant senior project management expertise as a project director on large national projects.
Anthony brings creative thinking along with emotional intelligence and client-centric awareness to his projects, creating a naturally collaborative and adaptable project team environment.
Anthony is a proactive, resourceful and collaborative leader and an experienced professional, whose skills knowledge and expertise ensures a result driven approach. He is a strategic thinker, dedicated implementer and highly organised individual who communicates well.
Anthony is also an Engineering NZ Chartered Professional - CPEng.

Brent O’Brien
PRINCE2 Certification
Brent manages a team of 8 project managers in the Property division of WSP Christchurch, working in sectors including education, social housing, 3 waters & infrastructure.
Brent has experience in project management, business management, building maintenance, small business ownership.

Technical Principal - Property
Stephen Taylor
Bachelor of Commerce (VPM). Licensed Agent, REAA.
Stephen has gained a wealth of knowledge and experience from working for WSP for the past 25+ years. Now as Technical Principal – Property, Stephen is also the Project Director for the Waka Kotahi NZ Transport Agency Nationwide Acquisition and Disposal contracts.
Stephen has worked his way through all facets of Property Consultancy and holds himself out as a trusted advisor in landowner engagement, consultation, preparation of feasibility studies, property cost estimates, property acquisition strategies, land entry, property acquisition negotiations and project management.
Stephen takes pride in being able to assist others in team with their project challenges and their continued development. He is also LINZ accredited for :
- Public Works Act 1981 - Acquisition of Land for Public Works
- Public Works Act 1981 - Assessment of Compensation

Craig Parker

Bachelor of Business (Valuation and Property Management)
Craig has professional experience and strengths across the Property Asset Management, Facilities Management, Development Management and Project Management, disciplines. He promotes Best Practice Asset Management Principles to achieve quality solutions for this clients’ needs.
His experience is across diverse built environments that include Commercial, Industrial, Education, Special Purpose and Residential infrastructure as well as specialised areas within each of these groups. This experience covers organisations within the public and private sectors.
He manages his responsibilities to deliver on the client’s expectations professionally while having a clear oversite of his projects with regards to the financial and contractual obligations.

Senior Asset Manager
Donna Chapman
Royal Institute of Chartered Surveyors - MRICS
Donna is a professional diligent and articulate, qualified Chartered Building Surveyor (MRICS) with over 14 years client facing experience. Skilled in building defect analysis, compliance with the New Zealand Building Code, project management, contract administration, long term maintenance plans, due diligence, lease negotiations, stakeholder management, condition surveys, specification and report writing.
Holly provides technical property advice to the National Consultancy team in relation to negotiation and acquisition and disposal of property, ensuring compliance with LINZ standards and guidelines for accredited suppliers.
Some of the projects she has been involved in includes:
- Consult and provide property advice for the disposal of surplus Crown Land.
- Manage and deliver the disposal contract for the Central region between WSP and Waka Kotahi NZ Transport Agency.

Work Group Manager – Property Consultancy
Manihera Forbes
Bachelor of Laws
Manihera has obtained over 10 years property experience within WSP and previously holding senior positions at the Ministry of Education, Auckland Transport, Waikato-Tainui and Sealord Group. This experience has made him passionate about the property sector and recognising how to provide each client with an enhanced outcome.
Manihera leads a team of 11 staff, providing property services to the wider Waikato and Bay of Plenty region, specialising in acquisitions, disposals and legalisation work.
His entire career has been characterised by growth, leading teams and focusing on his clients.

Senior Project Manager
Ross Brunton
Certified Member - Facilities Management Association NZ (CFMANZ)
Ross Brunton is the Senior Project Manager within the Property and Project Management team at WSP Hamilton. Ross is involved with multiple projects that are being managed by the unit. These range from minor works to building refurbishment, demolition, removal and disposal. Ross provides technical support across a variety of building and compliance areas. Our clients require high levels of health and safety compliance, planning and turn-key solutions.
Through his Facilities Management experience, he ensures that the full requirements of a project are included to ensure a positive outcome and solution is provided to the end user.
Ross’ deep background in the building and facilities industries affords him knowledge of buildings and relevant legislation. This skill base will be valuable in providing project management and technical support for this contract. Second to this will be his knowledge of the buildings within the contract to allow effective, timely management and solutions.
Ross establishes open and clear lines of communication for the projects he manages. This is essential to ensuring works are carried out to meet the project needs and required outcomes.
Through his career he has developed a good understanding of building legislative requirements.

Work Group Manager – Property Consultancy (Auckland)
Siân Waldron
Bachelor of Laws (LL.B Hons) and Post Graduate Diploma in Legal Practice.
Siân brings both legal and commercial acumen with experience in large, national portfolios. She has over 15 years’ property and legal experience comprising of private sector investment portfolio, corporate real estate management and commercial development.
Based in our Auckland office, Siân manages a team of six property consultants specialising in acquisition, disposal and legalisation of land, providing strategic property advice, site identification and analysis, and portfolio management.

Manager Property – Wellington and Christchurch
Stuart McKenzie
Stuart is the Manager Property for Wellington and Christchurch. Stuart is based in Wellington and leads a high performing team who deliver capital projects, provide strategic asset and facilities management advice and support the Government with the disposal and acquisition of land.
Stuart has over 20 years’ experience working in the property industry for both the Government and Private sectors. Stuart has extensive experience within the corporate real estate and construction industries and has an outstanding track record of managing stakeholder relationships and mentoring staff to deliver quality outcomes for customers. Stuart has been responsible for delivering capital works programmes both in New Zealand and in the United Kingdom. Most recently Stuart managed the capital works programme for the Ministry of Justice across multiple sites nationwide. Stuart has strong communication skills enabling him to build solid relationships with key stakeholders.
