WSP partnered with Sequal Lumber Ltd to deliver a comprehensive, site-wide resource consent renewal for their high-output timber processing facility in Kawerau. This 35-year consent marks a significant milestone for Sequal, ensuring long-term operational certainty while reinforcing their commitment to environmental stewardship in the Bay of Plenty region.

The project reflects WSP’s ability to integrate environmental science, engineering, and planning to meet complex regulatory requirements and support sustainable industrial growth.

Understanding the challenge

Sequal Lumber’s operations interface with several sensitive environmental systems, including stormwater discharge and groundwater flows to the Tarawera River. The Bay of Plenty Regional Council required a robust, evidence-based application that could demonstrate compliance, anticipate future risks, and support adaptive environmental management over the long term.

WSP was engaged to lead a multidisciplinary programme of technical investigations and planning to support the consent application. Our team worked closely with Sequal and regional regulators to ensure the technical case was sound, transparent, and future-ready.

Our approach

WSP’s contribution spanned several key areas:

Stormwater and Sediment Monitoring: We undertook routine and event-based monitoring to assess discharge quality and identify opportunities for improvement.

Contaminated Land Assessment: A Detailed Site Investigation (DSI) was completed to evaluate potential soil and groundwater contamination, providing clarity on legacy risks and informing mitigation strategies.

Groundwater Monitoring and Hydrogeological Studies: We designed and implemented a comprehensive monitoring network to understand subsurface conditions and model groundwater interactions.

Stormwater Management Plan (SMP): A tailored SMP was developed to address site-specific risks and align with best practice design standards.

Environmental Monitoring Plan (EMP): We created a long-term EMP to guide ongoing compliance and adaptive management, complementing Sequal’s commitment to environmental stewardship.

Outcome and impact

The resource consent was successfully granted in mid-2025 for a full 35-year term—an exceptional outcome that reflects the strength of the technical case and the trust built with regulators. Sequal is now well-positioned to continue operations with confidence, supported by a robust environmental framework that aligns with regional and national sustainability goals.
