The award is presented annually to an industry champion who has made a lasting contribution to Australia’s transport sector – and David certainly fits the bill.
From Australia to the UK and even Antarctica, David has made his mark across road, rail, ports and aviation. He has been integral across the planning, design, delivery, management, and operation of infrastructure in both Australia and the UK. David has held senior leadership roles in some of the largest and most respected transport industry bodies.
In NSW, he has led iconic, city-shaping projects including Australia’s first Delivery Partner model for the Pacific Highway Upgrade, and the delivery of Moorebank Intermodal, Hunter Expressway, the first two stages of the Sydney Metro, and the development of Western Sydney Airport.
Known within the industry for going above and beyond with every role he takes on, David’s influence, efforts and networks have improved the governance and leadership of organisations, professional bodies, projects, and programs.

Sam McWilliam, Managing Director of Transport, described the impact of David’s efforts.
“For more than four decades David has worked to improve and enhance the transport sector. With a focus on collaboration and partnership, his efforts have benefited not only the sector, but the wider community.
“His legacy is a testament to the power one person can have in paving the way forward.”
As part of his focus on nurturing talent, David established the Roads Australia Fellows Program, generating mid-career mentoring and development opportunities in the sector. Having personally mentored and encouraged dozens, if not hundreds, through various initiatives, David continues to benefit the industry through the development of its next generation of leaders.
Earlier this year, David was recognised as a Member of the Order of Australia for his significant service to the field of civil infrastructure and the transport industry.
David was presented with the John Shaw Medal at the John Shaw Dinner on 3 April 2025.
