Overview

The Mimiha Stream Bridge Replacement project exemplifies WSP’s commitment to delivering infrastructure that is technically robust, environmentally sensitive, and culturally responsive. Located approximately 8km west of Ruatāhuna, the original bridge—constructed in 1944—had reached the end of its service life, with significant structural deterioration posing safety risks to the community. Whakatāne District Council engaged WSP to lead the technical delivery of a full bridge replacement, with a clear mandate: ensure the new structure meets modern transport needs while honouring the cultural and environmental significance of the site. Central to this mandate is the embedding of a co-design philosophy—actively involving mana whenua and local stakeholders throughout the project lifecycle to ensure outcomes are shaped collaboratively and reflect shared values.

Collaborative engagement

We worked closely with Te Uru Taumatua, Manawarū Tribal, and Whakatāne District Council to embed cultural values into every stage of the project. Through hui, workshops, and ongoing dialogue, we ensured that mana whenua perspectives shaped the design and delivery of the bridge. This partnership upheld Te Tiriti o Waitangi principles of participation, protection, and partnership.

Adaptability & innovation

The project was shaped by a flexible, iterative process that responded to evolving site conditions and stakeholder priorities. Drawing on lessons from similar projects across the Bay of Plenty and beyond, we ensured the final solution was future-proof, culturally aligned, and environmentally responsible.

Resilience-based decision making

Our technical team led the design of roadworks, hydrology, bridge structure, and environmental planning. By integrating early contractor insights, we were able to identify risks early, improve constructability, and streamline delivery. The design prioritised low-impact construction methods and sustainable materials, reducing the project’s carbon footprint while protecting the surrounding natural environment.

Project context and challenges

The aging bridge was no longer fit for purpose. Inspections revealed extensive decay in piers, corbels, and restraint timbers, with poor connections compromising structural integrity. Maintenance was no longer viable, and a full replacement was identified as the preferred strategy.

However, the project’s location within Te Urewera—a region of deep cultural and environmental importance—presented unique challenges. The solution needed to be technically sound, constructible, and aligned with the values of mana whenua, including Te Uru Taumatua and Manawarū Tribal.

The solution

WSP provided end-to-end support, from options assessment through to construction monitoring. Our approach was grounded in co-design principles and Early Contractor Involvement (ECI), ensuring that iwi partners and council stakeholders were actively engaged throughout the project lifecycle.

Outcome and impact

The new Mimiha Stream Bridge will restore safe and reliable access for local communities, replacing a deteriorated structure with one that reflects the values of the people and the place. The collaborative design process reduced risk, improved constructability, and strengthened relationships between iwi and council stakeholders.

Environmentally, the project minimised disruption through sensitive design and sustainable construction practices. Culturally, it stands as a model for how infrastructure can honour identity and uphold Te Tiriti-based partnerships. Socially, it delivers long-term benefits for the wellbeing of the Ruatāhuna community.

Why it matters

The Mimiha Stream Bridge Replacement project is a powerful example of how infrastructure can serve as a bridge—both literally and figuratively—between people, place, and purpose. More than just a structural upgrade, this project was co-designed with mana whenua, embedding mātauranga Māori and sustainability principles into every stage of the process.

By fostering genuine collaboration with Te Uru Taumatua and Manawarū Tribal, the project upheld Te Tiriti o Waitangi through partnership, participation, and protection. It demonstrates how infrastructure can reflect cultural identity, support local community wellbeing, and deliver long-term environmental stewardship.

City Rail Link

City Rail Link (CRL) is the largest and most complex transport infrastructure project ever undertaken in Aotearoa New Zealand. As part of Link Alliance, WSP has worked with City Rail Link Ltd and Link Alliance members to help deliver a twin-tunnel underground rail link through central Auckland, including new stations at Te Waihorotiu and Karanga-a-Hape and a redeveloped Maungawhau station. The project will transform how people move through Tāmaki Makaurau, increasing rail capacity, improving access to the city centre and wider region, and enabling faster, more frequent and better-connected journeys.
